An honest IAS officer, Thennavan, proposes five laws to fix the electoral system, but a corrupt Chief Minister and a bomb attack during the election cause chaos until Thennavan exposes the truth in court, marries Divya, and successfully leads a public boycott, leading to the passage of the crucial laws.
