An illiterate woman named Ramakka is nominated for a reserved constituency in a district council election and, despite her lack of education, becomes an inspiration to her community through her genuine intentions, passion, determination, and resilience as she struggles to effectively communicate her ideas and policies, gaining unexpected support while standing as a symbol of empowerment.
