Dogs and cats with intelligence and the ability to talk work together in secret spy agencies, and a group of them, including a bloodhound named Rex, police dog named Diggs, and agency head Butch, team up with a M.E.O.W.S. agent and a pigeon named Seamus to stop Kitty Galore, a former agent seeking revenge on all three species, from making dogs hostile towards humans.
